Torra offers 21 point deal

At the meeting the Catalan government proposed “defranchising” Spain, isolating far-right fascism, and taking the political conflict out of the courts

The Catalan government offered Pedro Sánchez a 21 point “democratic agreement” in a meeting that took place in Barcelona on Thursday December 20. This included the proposal that a commission of independent figures be invited to mediate in order to reach a pacted agreement on the right to self-determination. Moreover President Torra revealed, on Christmas day (at the celebration of the 85th anniversary of President Macia’s death) that the agreement is being proposed in order to “defranchise Spain” and to get the Catalan sovereignty policy and process out of the courts, as well as to isolate the far-right fascist parties and initiate a process of “democratic regeneration” in the state based on “political ethics,” among other things, according to the Catalan news agency (ACN). The proposal, Torra says, does not accept repression and supports the Catalan language immersion model in education.

Torra added that the Catalan government is now waiting for an answer from the Spanish government and confirmed that the pro-independence majority will not support the state budget if Sánchez’s government does not offer a political proposal for Catalonia, as, according to him in recent months the state has not fixed on anything and no changes relating to prisoners and exiles have taken place. “In recent months nothing has changed. Nothing has been settled on regarding the right to self-determination,” said Torra as recorded by the Spanish news agency (EFE).

Meanwhile, PSOE sources confirmed yesterday that Sánchez’s government will respond to the Generalitat’s 21 point proposal “in time”.
