Loss of memory and loss of human rights

80 years ago, the gov­ern­ment of Ben­ito Mus­solini ap­proved the racial laws of fas­cism, a set of rules for ap­ply­ing racial dis­crim­i­na­tion. First they were ap­plied against the Jew­ish pop­u­la­tion; and then they were ex­tended to other mi­nori­ties. Last week the 5-Star Move­ment and Nord Lega coali­tion gov­ern­ment ap­proved the Salvini de­cree, a set of norms that seek to make life more dif­fi­cult for for­eign­ers and to crim­i­nal­ize im­mi­gra­tion and protest. Human rights or­ga­ni­za­tions have de­scribed the de­cree as dis­crim­i­na­tory and racist. They say that it goes against in­ter­na­tional law and have called for the Eu­ro­pean Union to in­ter­vene. The Salvini de­cree abol­ishes hu­man­i­tar­ian pro­tec­tion for peo­ple who are not el­i­gi­ble for refugee sta­tus but who can­not be sent home. Peo­ple who ob­tained this hu­man­i­tar­ian pro­tec­tion - with very re­stric­tive cri­te­ria - are in a sit­u­a­tion of ex­treme vul­ner­a­bil­ity.
